ELC CO-SPONSORS SECOND WEBINAR ON ENGLISH LEARNERS’ RIGHTS WITH FOCUS ON FEDERAL ANTI-DISCRIMINATION LAWS

New Jersey educators, attorneys, and community-based advocates who work with English learner (EL) students and their parents are encouraged to attend a free, virtual information session co-hosted by Education Law Center entitled “Federal Anti-Discrimination Laws that Protect English Learners’ Rights: An Information Session with the Civil Rights Division of the U.S. Attorney’s Office for the District of New Jersey.”

The webinar will take place on Wednesday, March 8, 4:30-5:30 p.m. Participants must register in advance.

The event will feature invited guests from the U.S. Attorney’s Office for the District of New Jersey: Michael E. Campion, Chief of the Civil Rights Division (CRD), and Senior Civil Rights Counsel Kelly Florio.

The speakers will discuss topics including:

  • The role of the CRD in enforcing federal anti-discrimination laws;
  • Issues impacting English learners;
  • Recent settlements with school districts across the U.S., including the 2021 settlement with the Newark Board of Education; and
  • The CRD complaint process, including how to file a complaint, relevant time frames, and what to expect after filing.

ELC is proud to co-sponsor this event with the New Jersey Teachers of English to Speakers of Other Languages/New Jersey Bilingual Educators (NJTESOL/NJBE) and the New Jersey Consortium for Immigrant Children (NJCIC).

The three organizations continue to collaborate on community education and advocacy projects as a follow-up to their 2021 report, English Learners in New Jersey: Exposing Inequities and Expanding Opportunities in the Wake of the Pandemic, which found that many school districts in the state were failing to meet the legal requirements for educating EL students.

The invited speakers were involved in a Settlement Agreement between the United States and the Newark Board of Education (NBOE) designed to protect the rights of the district’s EL students. Notably, the NBOE adopted a Resolution affirming the commitment to the rights of EL students, which was based on the model resolution contained in the ELC, NJTESOL/NJBE, and NJCIC report.
