Technical Assistance Program   

Using our deep-rooted expertise in school funding, student rights, and private education vouchers, ELC operates the Education Law Technical Assistance Center (ELTAC). Through ELTAC, we provide extensive technical assistance – including research, legal analysis, policy advocacy, presentations and convenings, among many other forms of support – to dozens of state and national advocates, parents, educators, and policymakers each year.  

How We Support the Field 
  • Legal Guidance & Litigation Support: expert analysis of education law; strategy discussions for upcoming lawsuits; research, data and communications to support litigation; connections to expert witnesses; and an extensive database of school finance legal documents; 
  • Policy & Legislative Analysis: bill review, legislative testimony, and policymaker and staff preparation for legislative hearings; 
  • Data & Research Access: preparation of and/or assistance modeling proposed state and federal budget changes and their impact on public education in the states; 
  • Advocacy Tools & Communications: ready-to-use fact sheets, policy briefs, talking points, interactive data charts, media strategies to help effectively frame messages and rally public support; 
  • Coalition Participation: strategic advice, coordination, presentations, and capacity-building support for networks across the country; 
  • Rapid Response Consultation: real-time assistance and communications support for organizations facing emerging threats, litigation opportunities, or policy changes.
